The New Zealand Howard League
New Zealand has one of the highest rates of incarceration in the western world even though it has fallen from a high of more than 10,000 in 2020 to 7728 in June 2022.
We don’t have tougher laws than comparable countries, or worse people; what we do have is an exceptionally high reoffending rate. The keys to reducing reoffending are not complicated:
- Literacy
- Skills training, especially driver licenses
- Post release employment
- Drug and alcohol rehabilitation
- Maintaining family connections
Our two main programmes to help reduce reoffending are a volunteer based literacy programme which we aim to operate in every prison in the country and over 20 professional driving licence programmes working alongside Community Corrections and inside a growing number of prisons.
